Is removing the stock crank-driven engine fan and replacing it with a delete-nut permitted in ST?

Nope. Not until SP can you remove the fan or install an electric fan.

A other ST modification question.

Is swapping a steering rack (quicker) to a newer OEM model legal? Direct swap, no fab needed.

No. It *could* be legal in SP but it very much depends on what year it comes from and how they are listed in the SP index. Otherwise a rack change puts you in SM.

Thanks for the info.

I would be swapping a 2015 STi steering rack (13:1) into a 2013 STi (15:1).
Seems like my power steering is making some noise, could be a bad o-ring or a rack failure. I'm hoping it's the former.

A 2015 rack would make it SM. SP allows update/backdate parts from any year listed on the line in the classing appendix, but the WRX looks like this in ASP:

If you wanted to keep it legal for ST the replacement rack would have to be the same.
